Does Medicaid pay for assisted living in Houston?

Texas Medicaid is more restrictive than some other states for assisted living coverage. The state's STAR+PLUS Home and Community-Based Services (HCBS) waiver is the relevant benefit: it covers personal-care services (bathing, dressing, medication management) for qualifying low-income seniors who would otherwise need nursing home care. The waiver does not pay rent. Some Houston-area communities accept STAR+PLUS waiver residents but designate only a portion of units for waiver pricing — waitlists are typical.
